A Homeowners' association or HOA, is a formal legal entity usually created
when a development is built. The plat of the development is filed with
the parish and state showing all lots in that development that will become
"SWORN" to the conditions and obligations filed with it. Covenants,
Conditions and Building Restrictions are established to protect, preserve,
and enhance property values within the community, and the HOA, by law, has
the duty to enforce these deed bound restrictions.
